Enhancing Clarity and Usability of ECC Deliverables
ECC Deliverables must comply with the relevant template, including both the editorial requirements and all annexes. Deliverables with multiple annexes and a high number of pages can make processing and readability challenging, especially for outside readers not involved in their development.
ECC Deliverables provide the basis for the development of, or contain itself, regulatory measures and must therefore be sound, with clear conclusions, agreed upon by the members of the groups to the maximum extent possible.
Key Principles for ECC Deliverables
1. Reproducibility of Studies
- All studies underpinning ECC Deliverables must be reproducible by all participants.
- Use open-source tools and methodologies, such as SEAMCAT, to ensure consistency and transparency.
- Include clear and realistic assumptions, methodologies, and input parameters to enable independent replication. Provide all necessary assumptions together with a sufficiently detailed algorithmic description (e.g. pseudo-code).
2. Clarity and Conciseness
- The main body of the ECC Deliverables, particularly ECC Reports, must include a clear summary and synthesis of all annexes to improve readability and clarify their status.
- Raw material, input contributions or non-reproducible studies from input documents shall not be included in annexes. Annexes should only support the main body and not serve as repositories for raw data.
3. Structure and Content
- ECC Deliverables must be concise, conclusive, and structured to present essential results and conclusions.
- The Office is available to assist in applying the template and ensuring compliance with such requirements.
Best Practices for Drafting ECC Deliverables
For Chairs and Rapporteurs
- Ensure that ECC Deliverables are drafted in accordance with the ECC template, both in terms of content and editorial requirements. Please note the “For contributors” section below.
- Limit the number of annexes and avoid including raw or unprocessed input documents.
- Include sound technical results with clear conclusions, agreed upon by the members to the maximum extent possible.
For Contributors
- Documents to be considered at a meeting should be submitted to the Chair and the ECO contact at least one week prior to the meeting.
- Submit contributions and studies using the ECC templates. Submit elements within contributions intended to be incorporated into ECC deliverables using the relevant templates
Support from the Office
- The Office is available to support drafters, including offering introductions to the template for newly appointed chairs and rapporteurs.
- The Office will assist in ensuring that ECC Reports are concise, reproducible, and aligned with the ECC’s regulatory objectives.
Final Notes
- These guidelines apply to all ECC deliverables, including ECC Decisions, ECC Recommendations, ECC Reports and CEPT Reports.
- The ECC Rules of Procedure (Edition 18) and ECC Working Methods (Edition 31) have been updated to reflect these principles.
